I'm confused on Windows Perf Mon CPU reading

I have my CPU overclocked using the FSB bclk to 103 (lol early 2000's) using an MSI Z590 and an i9 10900. Everything is great. I just noticed however that Windows is reading my CPU lower than what CPU-Z and my bios and any other app I've tested it with read it at. I'm confused by this. Thanks.

This is normal when not under full load. Different polling intervals nets different values at a given time especially when the clocks, multiplier, etc. are dynamically adjusting.
 
Ah that makes sense. Thank you. I've been tinkering with CPU bios settings just checking on my work haha.
 
Windows calculates clock assuming bus speed is 100MHz so it won't be able to show correct processor speed in your case.
