First off, I believe the server needs to support download resuming. Second, depending on how the file was interrupted, IE will resume the download, or pick up where it left off. I've had that happen several times on a bad wireless network (hotels). I also vaguely remember Firefox having a plug in that allowed you the option to resume a download. I don't use Firefox, so I'm not sure.
