Idle cpu and power

I have this 4.2 ghz intel7 7700k and i have clocket it to 4.5 ghz not much but it does the trick for me.
And im using balanced power plan that shows 5 % for min cpu use and 100 % for max use

Now when i open cpu z then i see the cpu jumps up and down (not litterly) but it shows me 4500 mhz and each second it falls to a range from 2800 to 3900 ish mhz an dthen it goes up on 4500 mhz again in th enext second..this goes on and on.

My cpu use in windows system is around 7-10 % used an di checket for other programs thats could load alot but that is not the case i guess.

So is this cpu peak ramp normal...why dosent it go below 2900 ish mhz an dstays there until i use the pc for ect gaming or videos ?

Any bios setup ?
I havent changed much else then the mhz and a bit of volt
 
AAh i found out..it was asus aura that ate my cpu..i disabled the program an dnow my cpu is idle on 800 mhz and stays there until i use my pc or other prgrams needs attention
