I just bought a new hard drive for my old pc and when it boots it says "LBA ATA 33 80GB".
Does this mean it's running at ATA 33? i hope not because the drive supports up to ATA 133 and the board up to ATA 100.
 
You've not given much information about the system you're using or what you're doing, so the chances of anyone giving you a definitive answer are pretty low.

I'd guess that's what it means, yes. You can check in the Windows device manager or the BIOS to try to look for a clearer message. Tools like Sandra probably show the same information.

Maybe you've got a bad cable, or have the cable incorrectly installed.
