You might check out the stuff at Musicbrainz. There's a couple of different tagging methods (Magic MP3 tagger might be what you are looking for).
I tried it out a while back and it was hit and miss so I passed on trying to get it going. But, I also know what most of my songs are.
TBH, as long as you know something about the info / album, I find it a lot easier just to "brute-force" it by finding all the info and using something like MP3Tag or Tag and Rename just to fill in all the info. There's just no getting around that tagging large libraries is time / labor consuming.
