I5 overclocking. Need some help.

I just put my system together last night and it posts and is stable at 189 FSB(can't remember what's it's called on the new i5's off hand). As soon as I bump it to 190 it refuses to post. What can I change? I'm using a xigmatek heatsink and at 189 (3.78 Ghz) my temps don't exceed 61c so it seems to me it can handle more. My goal is 3.9 or 4ghz.

vcore is set at ~1.35. Ive tried bumping it up all the way to 1.4 and it still refuses to post at 190.
