i5 HSF question: pre-applied thermal paste?

I just got a Core i5, this is my first processor install. On the bottom of the HSF, there is some gray stuff. Is this pre-applied thermal paste, or will I still need to get my own thermal paste?

That looks like the stock hsf and paste so you don't need to add anything different. If you plan on overclocking now would be a good time to consider installing an upgraded cooling solution. It's a pain once the motherboard is already installed in your case.
 
That's definitely pre-applied thermal paste. It works "well enough", but it can be a real pain to remove once you've used it. I recommend cleaning that crap off of there and applying some Arctic Silver 5 or MX-2 or something like that.
 
The factory TIM is just fine, not a thing wrong with it. If you have some MX-2 great if not no worries.
