I understand it can't be overclocked. 3.3 stock 3.7 turbo. Can turbo be turned on 100% ?

You can overclock the processor up by increasing the turbo multiplier +4x over stock, so it will run at 4.1GHz with one core active and 3.8GHz with all 4 cores maxed out.

There is really no reason to always run it on max turbo. The CPU will ramp up when there is a load on it.
