The early milestone "alpha" builds and pre-beta versions have been floating around for awhile. Beta 1 is supposed to be out early next year.
Vista was already a great OS and Microsoft is treating Windows 7 as an incremental upgrade. Its easy for them to release these early versions because they're basically Vista with some extra features and optimizations.
