After scouring the net for hours and potentially corrupting my windows installation i have fixed my issue. Because i could not find ANY information on this on my own and troubleshooted on my own and found the problem i felt the need to post what i found so that others could google the answer.
Here's the issue: When starting several games my HP Pavilion DV6T Quad w/ i7 2670 & Radeon 7690M would immediately blue screen with a "video memory manager has encountered a fatal error" message. Now if you google that you'll find a ton of issues but none that helped me. The problem most likely lies in the AMD drivers. However, AMD doesn't have a set of drivers that support the 7690M. Even if they did, it would kill the "selectable graphics" on the laptop. For those that don't know, HP's Radeon driver allows you to switch between the integrated and dedicated graphics on a per application basis to save battery or where the application simply doesn't need the power of the dedicated graphics.
Anyway, HP's drivers haven't been updated since November of last year. While reading the posts on various boards (and none helping me) a thought came to me. What if the problem lies in the switchable graphics. By default it seems the system will assign the best setup for the application. Skyrim automatically chose the dedicated graphics. But i think (from the way the screen flickers) that the system actually starts with the integrated first and then switches over.
So i disabled the switchable graphics and made it work so that when my laptop is plugged in, it runs off the dedicated (no per application settings) and when on battery it runs off the integrated.
BAM! Problem fixed. I hope this helps others.
