I realy need help with that

I'm having a problem with my new hard drive its samsung 250 GB sata ,

I can see the partitions on windows and I can see its name on the motherboard bios post but I can't install windows on it , every time I try to install windows on it it give me an error messege saying that there is no HD !!!
I don't know what to do I thought may be the HD is damaged or something I returned it and got the maxtor and I had the same error .

Can anyone help me plz with that.
