I have an older computer and for some reason it wont power off. I go to shut down and it just turns back on and the power button just restarts the computer. what might be the problem?? It has windows 2000 and is not connected to the internet. Emachines 366c
 
Sounds to me like the reset/power buttons are not connected to your motherboard correctly. Check it.
