i need a hsf

What you need to do is head down to your local home depot and get yourself a big ol piece of aluminum. Get the heaviest, biggest piece they have. Bent it so that it's touching the CPU somewhere and pokes out of the case a few feet. Use duct tape and rubber bands to make sure it doesn't move around, then use some 5 minutes epoxy to fasten it to the CPU. Take the thing out side and hose it down. Bring it back inside and fire it up, you should be able to get at least a 10x overclock with that setup.

Noise factor desired
and perhaps some other factors.
