I Can't Install Flash!! Help

any time I try and install adobe flash it gives me the error message of "An error occured while copying file download.dll / Cannot copy file to destination directory"

I have tried to install/uninstall... I have tried to install an old version... I dont know what it means and I do not know what to do... HELP.
