Where could I get a new impeller for cheap? The one I have now is off balance and the plastic parts have unsealed from the ceramic cylinder.
 
The impeller is not supposed to be rigidly attached to the ceramic piece, in case you didn't know that. It should have some play, allowing it to rotate a certain amount on the shaft. Is this what happens with yours? And how do you know it's out of balance? If it rattles, that could be due to air in your lines or the loose impeller that I just mentioned.

Right, there's play between the the actual fins itself and the top plastic part. There should be, as it has a thread under it, but where the actual plastic makes contact with the ceramic area, on the top AND the bottom, it's not glued anymore. I've seen pictures of other impeller + ceramic barrels, and the plastic parts are glued to them, could you check yours? I know it's out of balance, because if I hold both ends, and spin it, it FEELs out of balance, and there is a physical wobble as well.

I don't actually have that pump, so I can't check for you. But if you want to buy a new impeller, check local pet or aquarium stores. If you can't find anything locally, you may have to order it online. Sorry though, I don't know any specific places to buy or order from.
