HTPC upscaling

Can someone explain to me how DVD upscaling is done on an HTPC?

is it done thru MCE or SageTV ect. or is it done thru Windows?
Can it be set so you dont have to upscale it before every DVD?

and what hardware parts do you need to upscale DVDs?

MCE doesn't let you use FFDshow with DVDs, I don't know about Sage since I don't bother with the built in crap.

sage runs FFDshow on my AVI files, but not my ripped DVD's. haven't put much effort into it yet.

I can get it to run on my ripped DVD's within Sage. However, I'm having a helluva a time getting the menu's to work consistenly. Some disc's it works, some it doesnt. I've even tried the actual DVD to see if the rip affected it to no avail.
