it would be helpful to know what model of gear you have / had and of course what your budget is
but to get the ball rolling if you are looking for inexpensive stuff and are willing to deal with refurbs accessories4less has many inexpensive AV receivers available. Mostly likely this is what you are wanting (AV receiver)

My htpc is an AMD itx build. I was looking for a cheap way to convert 1/4" non powered to powered 2.1 (or better) audio.I believe what you pointed out will be as cheap as it can get. I am far from an audiophile, so perfect isn't a concern. I just want it to sound ok and work. I was hoping maybe there was a powered (ie: plug in wall) usb sound card or something I never heard of. haha, I can always hope.

An inexpensive Lepai Tripath amp (about $20 on Amazon or Parts Express) should do fine. It may not seem like it, but there's not much audible difference between 10 watts and 100, only a few dB.
if you only want 2.1 then a t-amp or other small class D amp is a good and popular option for pc audio.. but if you want to get a big sized room rocking a t-amp is not the best choice, but more than capable of powering some reasonably efficient speakers near-field however.
If you are thinking you want 5.1 or whatever then a av receiver of some sort is probably the way to go.
