HT 50% Utilization Ques

System: P4 3.2c / i875 / 1G 3200

If I've got HT enabled and Task Mgr shows CPU Util @ 50% with 1 virtual processor maxxed out and the other pretty much free, does that mean that in reality the cpu is being fully utilized or is it really only running 50% ?

I imagine this is a result of how the app (Vegas Video 4) is compiled to use threads... Would I be better off to disable HT under this scenario?
