HSF help

Last month I went to Microcenter and bought a Intel Socket 775 Heatsink with Fan I did this cause the guy said it was a pretty quiet fan, 'medium noise' he said. Also bought this one cause it has screw ins instead of push pins, which make me feel a little bit better ( lame i know but eh)

So anyway, about 2 weeks ago, the fan started sounding like it was a plane taking off. When I turn my PC on and let it sit for an hour ( playing games on main rig) the HSF is just amazingly loud, like its running 100% all the time. SO i started to 'ghetto troubleshoot' and found that when i run Everest the CPU temp is at 25 celcius and doesnt move no matter what.
Its a p4 3.0Ghz w/HT and an ATI 1100 board ( cheap i know)

Is it possible to over tighten a HSF and cause it to read temps that are higher than really are? I think that when i installed the HSF, i may have over tightened it, if thats possible. I scrwed it till gave to much back force.
