Their positives and negatives. To use the 10-bit output of the HP i must use a professional graphic card? Which of those are best for office and graphic design use?

You have to use a graphics card that can support it, such as an Nvidia Quadro, but the application has to support it as well, and the application has to support your specific video card. For example, Photoshop supports some video cards but Lightroom doesn't support any.
