HP BTX case, new PSU?

It appears to be a regular size, although HP is almost as renowned for proprietary connectors and boards as Dell so that is something to look out for, make sure there isn't anything weird like the power and status lights are wired into the PSU somehow, or some special molex going to the board.

That's just a Mirco-ATX board that is flipped upside down.

It'll fit regular ATX power supplies just fine, and HP and Dell have been better about their power supplies being different the past years. Just make sure the pinout is the same (the colors of the wires are the same layout as a regular PSU)

Because it has a 250w PSU in it, and that's not enough for the GTX 260 they got on the very-cheap. They're also trying to upgrade incrementally.
 
Break out a measuring tape and figure out the dimensions of the current PSU. You'll need to figure out the maximum length the case can accommodate as well. Standard ATX PSUs are 5.9 inches wide and 3.4 inches tall. If his current PSU has those dimensions then it will make his life much easier.
