get the second one with the C2D E6550. the first ones crap since its a pentium D processor.
 
I have the second one as my work PC, and it works fine. However, it only has a 240W PSU (although it is 80% efficient) and a single PCI-e x16 slot. Also, I am almost positive that the PSU is an odd size and would not mount up in a "normal" case. That being said, the Win7 Ultimate and MS Office keys are worth the $200 if you were to buy them separately if that has value for you.

You can get an AMD single PCI-e x16 board + Athlon II X2 + memory for around $125, and you can jump up to a 2 x PCI-e x16 board for another $25 or so. Switching to a single core Sempron will knock $20 off that. Pick up a good 500W PSU and a small HDD and you are in business for close to the same price. You won't have an OS, which may or may not be an issue for you (if all else fails, you can run GPU clients under Linux + Wine.)

I guess if it were me, it would depend if I actually wanted to use the PC for anything. If it is going to sit in the basement and fold, I'd probably get an AMD rig with an extra PCI-e slot in case I got a second video card down the road. If I needed something to actually use, I would seriously consider the HP.
 
Muskys suggestion on building a rig is a good one.

You can also put up a WTB and see if anyone has a older s775 system or similar that has multi PCIe lanes. $200 for a barebones setup is quite doable.
 
got bored so i tried to see how cheap of a system could be built for 200 dollars and still out perform either of those. well here it goes..

the board isn't great but i'll bet the boards in those systems are probably made by foxconn and it will work fine for what you want to do. it supports up to 95w so you could overclock the processor a decent amount if you wanted.

just an idea since i'm bored outta my mind, i may try a different setup and see what the price comes out to as well.

The software doesn't have value to me, and I have a copy of windows I can install.

Building a barebones setup sounds fine with a multi-GPU board. If you get real bored and want to find a setup to put together from Fry's or Microcenter both of those are nearby.

I just remebered that I have a pentium M mobo/cpu combo (with some ram).

It has a PCIe slot. Add a PSU and a HDD and your good to go.

If you in the ConUS I will sell it to ya for $45 shipped.
