To have a 2.4 runing at 3.0GHz you need the best air cooling solution or a moderate water cooling. There is no way he's going to be able to run that 2.4c at 3.0GHz with stock cooling.
If you are going to upgrade, go to 3.0c or 3.2c. The 3.0's are about $200 bucks from Newegg/Zipzoomfly.

No dis, but I don't think that's true. IC's run much hotter at elevated clock speeds, even with the same Vcc.
