How to streamline music server?

I have:

Celeron 600 @ 400mhz
768MB PC133 RAM
4GB HDD
ATi Rage 8MB PCI
Linksys WMP54G
E-MU 0404 (so no Linux)

Currently I'm using Foobar2000, Windows 2000Pro, and VNC as the software. Foobar is the 'shell' and I VNC into it and select songs streamed from my file server.

So I was wondering if there was a way to make a web interface to control foobar and map the pause/play stuff to my logitech's multimedia buttons.
