How to quiet down case?

My dad has the Lian Li PC60 case, running P4 3Ghz CPU using stock HSF. The case itself comes with 4 fans, one of which is disabled. The 3 are running. There are 2 in the front connected to a fan speed controller. Its on setting 1 (lowest) and the thing still screams. I can't seem to quiet the thing down. Any suggestions? CPU idle = 42 degrees :eek:

btw, the fan controller don't seem to work...cause settings 3 and 1 are the same..(noise wise) lol
 
What kind of fans are they? You could replace them with some Panaflo's or Pabst's and that will quiet it down.
