How to permanently decrease volume in audio file

I need to decrease the overall sound output of a .wav file by 90%. I'm making a Camtasia powerpoint presentation with voice, and I want a music background. However, currently the music overpowers the voice, so I need a way to truly make it background noise. Camtasia's features aren't good enough for this operation.

Also, I can only get .wav to import into Camtasia 6.02. Does anyone know of a way to get a .mp3 file to import?

Have you tried using audacity? It's a free software. You should be able to easily decrease the volume of your wav file with it.
 
audacity will drop the volume of the file, through its built in features

and can convert mp3->wav and back, as long as you have lame to make mp3s
