This is a bit more complicated than in XP. The "All Users" part was easy. It was the logged-in users start menu that took me some time to figure out.
Here it is, to save you the time it took me to find:
All Users
Just right-click on the Start Thingy, and select "Open All Users". Then open the "Programs" folder and have at it. NOTE - If you have UAC turned on, be preparred to be annoyed to death!
Logged In User
Click on the Start Thingy.
Right-Click on "All Programs"
Select "Open"
Open the "Programs Folder".
Have at it. Same UAC warning as above.
The path to the Start Menu's has completely changed in Vista. Here they are:
Logged In User: C:\Users\<username>\AppData\Roaming\Microsoft\Windows\Start Menu
All Users: C:\ProgramData\Microsoft\Windows\Start Menu
