How to cut out parts of a video?

Hey guys. I'm trying to find a good program that will let me cut stuff out of my videos with too much hastle. Any suggestions?
 
Ulead Video Studio is pretty good for editing without a lot of hassle.
For example. If I want to cut out a chunk from the middle of a video file, I just create 2 split points and delete. Then I can create a new video file from the 2 parts that are left, without having to recompress the whole file (saves a lot of time).
