how much power draws a PC?

ok, this may be the dumbest question of the day for most of you, but i've been drinking a bit and wondered... if you have a rig with a say 480W PSU, will it constantly draw those 480W or is it the maximum it is rated for and will only draw as much as is needed ATM. i mean the CPUs draw differently depending on whether they're idling or under load, but does the PSU according to how much the system needs? if so: how much does the power drawn vary from idle to load (= HDD access, CPU utilization and grafics full on for example vs. chucking along doing nothing but play mp3s)
man, it's always difficult to out yourself an idiot, but i prefer this to not beeing able to sleep out of pure curiosity :p
