Running them on 700w Rockfish psu.
My sli is running slower than single card and it flickers in the game.

Will it help if I get good 700psu? ex. 80plus sli certified
or do i have to go higher?
 
460's only pull about 400W in SLI and Rocket Fish PSU's are shit from what I hear. You'd be good with a GOOD 650W PSU. Corsair, XFX, Seasonic or PC Power & Cooling.

Your SLI is also probably running slow from a CPU bottleneck as well, but slower than a single card? Sounds fishy to me test them individually. What mobo do you have?

I'm surprised your PC is still running. The performance issues are not related to the PSU however but the flicker might be, Either way, it would be intelligent of you to get a new PSU ASAP before you lose $400+ worth of video cards on a $15 PSU. I recommend these:
$90 - Corsair 650TX 650W PSU
$115 - Antec Truepower New TP-750 750W PSU

Something is really wrong. I know its not motherboard because i tested on another asus sliboard (m4n75td) and got same result.
 
You went into NV Control Panel and selected SLI Enabled? Do you have the latest drivers? Also try 3D Mark Vantage. Do you have the SLI bridge as well? Are they both pulling a load when they are in SLI?
 
I have latest driver. Dont u have to pay for vantage?
Also i do have brand new bridge that came with board.
I tested on 2 different boards so its not board.
I have been using same cpu and memory so its not them
tested cards so its not cards.

Reinstalled chipset and gpu driver many times and getting same result
looking for corsair power supply right now
newegg charges 30bucks to ship to apo address....
Amazon wont ship to apo address
local place sells same psu for over 200bucks
hate having apo address
