Now that you mention it I haven't heard of too many results from that chip. I would always go by the golden phrase YMMV. You never know if you have the golden chip or a total dud....only one way to find out though.

also take account your ram. if you are running dual channel or just 1 stick.. t1 or t2 timing, etc etc

also hows the airflow in your system? what is the average temp at stock?

you could probably oc it quite a bit with the right stuff.. but it varies quite alot. my first q6600 (G0) would only OC to 3.1

i rma'ed an got a new one. it oc's to 3.6 stable and its my ram which is holding it back.

so it all depends on your chip, then on your other hardware
 
3GHz should be fairly easy even with crappy ram, 3.5GHz plus with better ram and cooling.
 
I've got 3.5 Ghz outta mine, stock intel HSF. My ram will handle the 1 ghz mem speed (had to loosen timings tho) see sig for setup.
my 7800 is the bottleneck so i've not pushed for more yet.
