how does the altec noise killers work?

it looks like some sort of grill to me... theres the regular 80mm ones and the psu ones.

1. do they work well?
2. do you restrict alot of airflow?
3. can i use it on my cpu fan? (80mm)

Correct, which inturn reduces noise. Vibrations = case noise. Think of your case like a drum. The slight vibrations the fans make translate to the case and make it produce noise.
