How does overclocking work on non-K processors?

So I'm talking about 6h, 7th, and 8th gen processors, for example the i5-8400 or something like that. Can it OC anywhere past 4.0 GHz? (the Turbo speed is exactly 4.0 GHz)

The reason I'm asking is because I remember back in the Sandy Bridge days, if a CPU had a Turbo speed of 3.6 GHz, it could be overclocked a couple of bins above that speed, maybe 3.8 GHz or 4.0 GHz. But now there is no coverage about non-K overclocking.
 
As far as I know it can only be done with the system clock, but that introduces other issues. I've never been able to get it to work, myself.
 
6th gen had a firmware bug that allowed you to overclock non-K processors on Z170 boards, albeit at the expense of the iGPU and all of the power management features
