How does Google adwords determine your location? Is it by IP address?

I live in a small town with no local ip addresses. For example, if I do a whois search on my own ip, it shows a city about 60 miles away, not my town. I am going to run an adwords campaign within a 20 mile radius and I am worried that these people in my town will not see the adwords campaign.

Am I correct?
 
It's not that simple. My advice to you is to create a campaign with a few obscure (low traffic) keywords, and test them from a couple different ISP's where you live... ask friends and family, simple test that might save you some coin.

What really worries me is when I type in "Walmart" it shows the Walmart for the town 60 miles away, instead of the one 3 miles from my house.

I have tried the two major ISPs in the area Comcast and Verizon, and both of them are not local whois info.

Google collects your system data every few hours. Even when your not browsing on it. That's why its easier for the authorities just to subpoena Google than a VPN provider in another country.

Go here enter your IP and look up on the satellite MAP. If you want to throw off Google remove your Cookies and use tor
