I've googled and everything, and the only thing I found helpful was a guide to undervolt an led fan. I don't use led fans. So can somehow show/link/direct me to how I can undervolt a fan to 5v and/or 7v. Thank you.

An LED fan undervolts the EXACT same way as a non-LED fan, just... you know... without the lights.
