How do you overclock your ram?

I've always wondered, how exactly do you all know how to overclock the ram? I mean if your default ram settings are 2-2-2-5, aside from the first digit, what makes you change the Tcl, Trcd, Tras or Trp? Do you just guess? I mean want makes you change the default 2-2-2-5 to say, 2-9-2-5 or 2-2-9-5 or 2-2-2-9 (in each case I replaced a number with 9 to make it obvious what I had replaced)? How do you pick which numbers to start changing first? How do you know its time to raise the first number from 2 to 2.5?

Since you also have to lower the HTT from 1000 to something else, if you're going to overclock doesn't that actually slow down your computer some? For example if you have 280 * 3 = 840 which is less than the default 1000.

Maybe you can clear it up for me since I'm obviously confused, but I thought HTT was kind of like FSB was during the Athlon XP days, where an AMD XP 1.8GHz @ 400MHz FSB would probably out perform an AMD XP 2.0GHz @ 333MHz because the FSB was like a highway, and the bigger the highway, the more data that could be processed.
