I'm reading this article and it shows the new Keppler Quadro has 1/24 FP32 compared to Quadro 5000/6000's 1/2 FP32?

What does it really mean by the reading of 1/24 and 1/2 of FP32? Which one is better, bigger or smaller fraction of number?
