How do u enable SET command thru the recovery console

It won't let me use the SET command and apparently it seems like the only way to enable it is through Windows, but the problem is that my computer won't load Windows XP. Please HElp!
 
Well, my laptop will not load windows xp. When I start it up, it goes to the option screen where you would pick safe mode or normal mode etc... but when you choose one, the windows loading screen comes up and then it restarts and repeats the process. So I figure it might be because of a corrupted registry. So I'm following the instructions to this http://www.aade.com/XPhint/XPrecovery.htm but the problem is, I can't enter any of the commands listed. It says access is denied. But in order to gain access, I must change a variable using the set command, specifically SET AllowAllPaths = TRUE, but if I try this, it says that the SET command is disabled and that it can only be enabled by using the Security Configuration and Analysis snap-in.
