How do I set up a CPU-memory ratio?

I know that you can somehow set up a ratio between the speed of your RAM and your CPU clock speeds so that you don't have to OC your RAM parallel to the speed of your CPU. How do you do this? What am I losing by doing this? Is this the ideal way to get the most out of my CPU (Venice 3000+)?

go into the bios and set a divider. i think on your mobo you may have to press ctrl and F1 to open up advanced options. then you set the mem clock to 166/133 depending on what you want your memory to run at. as long as you keep it around 200 you shoudl be fine.

you will have more bandwidth if you run your CPU:RAM in a 1:1 ratio, by setting a divider you will not be loosing anything but some MHZ on your ram but if you OC you can gain them back.

to set a divider you need to go into your BIOS and then go to the RAM settings in there and set them, they will look like

100,133,266,333,400 or like this
1/2, 3/2, 5/4

So let's say I want to get my Venice up to about 2.3 ghz, how would I set up the ratio so that my memory can keep up with the CPU's bus speeds? because in a 1:1 ratio, I can only get my CPU to 2.0 ghz.
