How come during Reset IE settings, sometimes Favorite is keep, sometimes not?

When you go to Control Panel, Internet Options, Advanced, and click Reset. I have seen it erase all Favorites, and I have also seen other times that it keep the favorites.

is this a bug? Why some times this way and other times the other way?

It could be. I've never heard of an issue with it, but to be fair it warns you this is a last resort setting, not one to use frequently.
