how can i change win xp temp folder ?

when ever i download large files from the internet it gose to a temp folder then when its done it get transfeard to the folder that i wanted , but the filder is not on the same drive so some time it take more than one min to move that file ,, so how can i change that folder so it will be on the same haddisk that my download folder is ?
