I have HH installed and have since it first came out. However, I receive popups for it once and a while despite this (as was noted in a thread dated December 25, 2013).

Chrome 31.0.1650.63 m
Windows 8 Pro x64 (not 8.1)

I have not tested other browsers, so I don't know if the issue occurs there as well.
