its 61.2°F outside my window but it is a bit warm in my room

its a 2500+ those temps have been the same ever since i can remember and theyve always seemed high to me, i fryed my mobo a while back when i shot air into my case (smart) so i had to reapply the paste when i got a new mobo...i think i did it right because i followed the instructions on the as5 site (still probably did it wrong, i did keep in mind to only apply a tiny bit of as5)
i dont remember what the temps were when i was using the stock mobo and factory applied pad
the only way i can get it to drop below 60 is to bring my fan right upto the case, even then the temps hang around 56c

should i buy a new heatsink/fan

that or any recommendations (price doesnt matter as long as it isnt some 2000$ piece of equipment...and itll fit in my case, standard size, dont care about noise)

i was going to up my processor back to 3200+ if i get a new heatsink/fan
