horizontal lines on bootup

Friend of mine got an x850xt yesterday, when he boots into windows on the bootup screen and in windows itself he gets horizontal lines across the screen, depending on the res they can go vertical. Anyone know if this is a psu issue or a borked card, to me it seems more like screwed ram.

It could be several issues, PSU, power cable interference, drivers, or a bad card. No way to know but to see all possibilities. First step would probably be to do a clean win install with the cat 5.9s. Next probably replace PSU. If that doesn't solve it then it could be interference in which case you could try the OCZ specialized cables. If those don't work you have an fubared card.
