horde 2.2.7 help

i've managed to install horde 2.2.7 so that i can eventually use imp. i've followed the INSTALL file but i've confused by step 5 in configuring horde

it says

You can now access Horde without a password, and you will be logged in as an administrator. You should first configure a real authentication backend. Click on Configuration in the Administration menu and configure Horde. Start in the Authentication tab.

but i don't see how i can log in without a username/password. i made myself an acount in the database and it lets me login with that but there are no admin options.

there is no 'admin' folder in the 2.2.7 release apparantly so i have no idea how i'm supposed to configure it. i suppose i could just get imp working by manually editing the conf files and not have to use horde's login but i at least want horde runnig correctly first.

as a note, i have set up imp and it works, i made it so that imp handles logging in so there's only one prompt. so as it is i can use it for webmail which is the real point but is there supposed to be an admin section or what?
