This is one spec I'm confused about. Is it better to have a higher number or a lower number? For example, which is better?

Hold-up Time 17ms min.
Hold-up Time 11 ms min.
Hold-up Time: 8ms(minimum) at 80%
 
Longer is better, but it shouldn't matter as long as your system is plugged into a battery backup and that backup's switchover time is shorter than the holdup time.

Considering how companies use different standards to state their specifications, including lying, is there any way you can see the size of the big filter capacitors? Bigger means longer holdup time, but dont' compare non-PFC PSUs to those with active PFC, which use much smaller high voltage capacitors.
