I am having an issue, When I run benchmarks and some games my card does not want to run at full clocks, the core stays at 300 and will not clock up to 900. I tried reinstalling drivers, trying other drivers with no luck, do you think its the card or a driver issue??

It does not always do this, sometimes it runs at full clocks and when it does it is nice and cool and seems like nothing is wrong with it, just need an opinion if its the card or not?

Are you using the latest 10.10c hotfix drivers? Try those, and see if it helps.

It could be the drivers, but it also could be the cards bios. I would download the RBE tool from techpowerup, and take a look at the clock values they have set for the card scenarios. I'd make sure that the scenarios are accurate I.e. When in 3D full power mode clocks are set to highest. (note: you can view the bios settings without doing any harm to the card or voiding warranties; incase you were curious).

I would assume they properly set the cards bios, but they did have to release a couple bioses for cards in the past.
 
I am using those drivers, it does not do it all the time, only certian times. Bios is all correct, do you think its the card??
 
What Power supply? How hot is the card running? New Install of OS or upgraded card only? If upgrade, what card before? Details man details.
 
I've read here that others are having similar issues with the 10.10c hotfix drivers. Try the regular 10.10 or 10.10a and see if that changes things.
 
Download Furmark, a 3d stress test. You can run Furmark in a window and bring up your catalyst control panel and watch your cards temperature as Furmark runs. For what its worth I have had to RMA my 6870 due to overheating (i think due to a faulty fan that doesnt spin up fast enough)... it would hit about 103 degrees celsius running furmark before my entire system would shut down.
 
I'll be installing my HIS 6870 tonight, I hope I don't run into a problem like this.
 
If your GPU isn't being stressed, that's expected. No one wants full GPU clocks when running 2D or flash games or prime95. Don't want to sound negative, but have to ask: are these GPU benchmarks and GPU intensive games you running, and how are you measuring the GPU clocks while running them?

Edit: Ok, it's probably not that as you're probably a fairly experienced user. So, when you say benchmark, you probably are already using a standard 3D benchmark like furmark, and 3D intensive games when you refer to games. And you're checking both temps and clock speeds using a log, not alt-tabbing all over, and are probably using the latest drivers. Personally, if I ran a 3D game or furmark and my log files tell me that GPU clock speeds not going up properly after a few seconds (and temps are fine, using the latest drivers etc.), I'd probably do a clean install somewhere with the latest drivers and if that didn't work, I'd return the card.

Sounds like a bios issue. Granted I don't have a HIS branded card but I get full speed when I have a game going. Although I noticed today that if I have my AVR (HK 347) plugged in via hdmi, my card will not down clock to 100 which is supposed to be 2D speeds, and stays at 300 which is for playing movies and things. It behaves this way if the avr is on or off.

I am using the 10.10a drivers as the changes in .10c don't hold any benefit for me over a. Worth a shot if you haven't tried them.
 
very weird, If I leave like a youtube video up and decide to play a game it dont clock up til I close out the page, the video is not running either.. Very odd.
 
Someone else who has a 6870 open a youtube video and pause it, then try running a 3d benchmark or something and see if it clocks up or stays at 300.. Let me know so I know what to do here.
 
I've heard of this before. Flash video acceleration does not relinquish control of the GPU while it is running. The workaround is to disable hardware acceleration for flash videos. Just right click any youtube video and uncheck the "Enable hardware acceleration" option.

It's not just Flash that does this, but any hardware accelerated videos. Blu-Rays and MKVs are the same.

yeah because the drivers are designed to use a 2D accelerated mode clock. problem is once its enabled the drivers cant then clock it up to 3D mode because its telling the card it needs to run in 2D accelerated mode. its a software recognition problem in the drivers. pain in the ass but theres no reason you should be leaving a flash video, movie, or anything else running hardware accel in the background while your benchmarking or gaming anyways since it will effect your results whether it went to 3D mode or not. because even though your not playing the video. flash in its self is hardware accelerated so just showing the flash window with a paused video is using your card to display it. i mean hell even my nvidia cards i lose 5-10 fps just by leaving youtube on in FF.
