Higher refresh rate decreases image quality

Whenever I set my refresh rate to 85hz @ 1280x1024, my picture becomes somewhat fuzzy, as opposed to a crip display at 60 hz. I had this same problem with a differant video card and a differant monitor. Is there a solution for this?
