High Temperatures in WC Loop

I'm getting uncomfortably high temperatures at stock settings (i7 920 @ 2.6 ghz) HWTemp and Eleet tell me CPU is at 25ish while CPU cores average about 40C. I believe ambient temps to be about 20-22C or so. What could be the problem?

Specs: XSPC Rasa Waterblock, EK x58 waterblock, MCP350 pump with XSPC Reservoir Top, Swiftech 3x120mm radiator, Yate Loon fans
 
Are any of your blocks clogged? You need to name what fluid your using. The fan speeds when was the last time you cleaned everything. What are your settings in BIOS HT on or not stuff llike that will help the experts (not me lol) help fix your problem.
 
I would first check the mount of the block. Pull it up, Grab then try and move from side to side, if it moves when you do either of those you have a bad mount... Next (if mount is no issue) check the pump, is it pushing water? Next (if flow is no issue) tear it down and open the pump, blocks etc is there any gunk from a colored liquid??

Pics of how you have it setup in the case will help too.
 
I've opened the pump once to do the volt mod. Didn't notice anything strange. I'm using a little bit of Swiftech HydrX just for color.

I've blown a fan straight at my comp to see if the radiator was the culprit, but the temps remained the same. I'm guessing what it could be down to is a faulty mount?
 
With that exact same water block my i7-950 idles at 28 degrees (with cores around 32). Can you see water flowing threw your reservoir?
 
that's so weird that my cpu temp is 25ish and cores are about 40. i can't see any water flowing (don't think you can with this reservoir), but i know it's working because the pump is vibrating, and i've drained/refilled my loops many times recently (5-6 within the past 6 months)

If you CPU temp is 25, I would think it has to be working. As far as thermal paste, I test mounted and pulled it off to make sure I got a good, even coat. I started with a simple 5 dot pattern. 1 center and 1 near each corner. I do have to say, when it heats up, the CPU and cores are about 7-9 degree difference. Not at idle though.
