High Randonm Access Times

Does anyone know what would cause high random access times on both my SATA and IDE drives. I'm getting 23ms with Sandra 2007. The drives are WD.
 
Some sort of bus saturation could do it if something else is running. Also driver problems can slow things down a bit. I'd do a chkdsk and defrag and see if that makes any difference. Reinstalling any drivers for the SATA/IDE controller and chipset wouldn't hurt either.
